If anyone still questions whether reliable internet service is a necessity, the COVID-19 pandemic should have put those doubts to rest. 

After schools were closed last spring, decent internet service made the difference in whether students were able to take classes from home. Many office workers are still doing their jobs remotely, but those opportunities are closed off to those lacking a quality home internet connection.

The digital divide is a problem throughout the country, particularly for rural residents and low-income households. Telecommunications companies have failed to make enough progress in extending service to rural areas and making it affordable to all, forcing government to develop solutions similar to the extension of electricity or mail service to rural areas in the past.
